    The Assam State Disaster Management Authority launched an Upgraded State COVID-19 Control Room in Guwahati, Assam on 31 March. The aim is to render uninterrupted service to the people during the lockdown due to the COVID-19 outbreak.

    Highlights:
    Personnel from the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF) and Assam Police have been deployed for any response needed. The Control room will work round the clock and help people who need help. District Emergency Operation Centres have been upgraded in 33 districts of the state.
    On the other hand, the short awareness Music video in Assamese on Do's and Dont's on COVID 19 have been prepared by the Disaster Management Authority. Deputy Commissioners have been directed to distribute relief materials for the affected population in Municipal towns of the state.

    Haryana designated 3 private labs in Gurugram for COVID-19 testing

    Haryana State Government has designated three private laboratories in Gurugram district of the state for COVID-19 testing in the State. The three labs are SRL Limited in Sector-18, Strand Life Sciences in Sector-34, and Core Diagnostics Pvt. Ltd. in Udyog Vihar of Phase-3. The private labs shall carry out COVID-19 testing as per guidelines of Indian Council of Medical Research (ICMR), Ministry of Health and Family Welfare.

    The state has directed these private labs to reserve up to 50% of their testing capacity for samples to be referred from Government Health facilities, as per requirement, through Civil Surgeons of the State. Apart from this, these labs have been directed to charge Rs.4500 for the sample test, as prescribed by ICMR for the sample tests. It includes Rs.1500 for the screening test and Rs.3000 for confirmatory test charges.

    BP Kaunungo was reappointed as the deputy governor of RBI

    BP Kaunungo was reappointed as the deputy governor of Reserve Bank of India (RBI). The Appointments Committee of Cabinet (ACC) approved the extension of Kanungo's term as RBI deputy Governor by one year. It will be effective from 3 April, when his 3-year tenure comes to an end.

    BP Kaunungo:
    Kanungo served as an executive director of the RBI. In April 2017, he was elevated to the post of deputy governor. He is in charge of departments like currency management, payments, and settlement, foreign exchange, internal debt management, among others.
    Kanungo is a career central banker. He joined the RBI in September 1982. He has worked in several functional areas of the banks such as foreign exchange management, banking & non-banking Supervision, currency management, government and bank accounts, and public debt.

The portal consists of information around COVID-19 helpline numbers and call centres that foreign tourists can reach out for help from the Ministry of External Affairs (MEA) control centers.

    AP appointed Dr.Srinath Reddy as an advisor to the state Government

    The Andhra Pradesh Government has appointed Dr.Srinath Reddy as an advisor to the Government on 31 March. Dr.Reddy is the former Head of the Department of Cardiology, All India Institute of Medical Sciences (AIIMS), New Delhi.

    Srinath Reddy:
    Dr.Reddy will act as the advisor to the Andhra Pradesh Government. The state government has requested that he will not take any salary or perks in return for his services. 

    Background:
    So far, a total of seventeen new COVID-19 positive cases have been detected in Andhra Pradesh. The total number of positive cases in the state increased to 40.

    Indian Institutes of Technology-Madras (IIT-Madras) has partnered with two industry partners namely MagGenome Technologies and BUDDI Health. The partnership aims for research in Artificial Intelligence (AI) and magnetic nanoparticles-based products.

    Provisions of Partnership:
    MagGenome Technologies:
    ♦ MagGenome Technologies is a Chennai-based nano-biotechnology start-up. It focuses on developing magnetic nanoparticles-based technologies for application in life science, chemical, pharmaceutical, and engineering industries.
    ♦ Under the collaboration, IIT-Madar and MagGenome Technologies will develop magnetic nanoparticles-based products including developing advanced nucleic acid extraction kits. 
    ♦ It will also focus on many other applications of magnetic nanoparticles for providing solutions in the areas of diagnostics, therapeutics, and environmental remediation.
    BUDDI Healthcare Technologies:
    ♦ BUDDI Health is a US-based cloud-based patent-pending deep learning platform for Healthcare.
    ♦ With BUDDI Healthcare Technologies, IIT-Madras will develop AI-based software products for the Healthcare industry.

    Jharkhand launched PRAGYAAM to provide essential services

    Jharkhand state government has launched PRAGYAAM, a Mobile application, on 30 March. The app was launched by the State Chief Minister Hemant Soren. The app aims to issue e-passes to everyone associated with the delivery of essential services during the nationwide lockdown to curb the spread of COVID-19.

    Other measures:
    ♦ Jharkhand govt has announced to provide 2 months ration in advance to the beneficiaries of the public distribution system (PDS). It is expected that around 90% of the families in the state will benefit from the decision.
    ♦ The state also launched an app 'VeggiGo' for people to place an order for essential commodities.

    The government of India launched a toll-free helpline number for people who may face any mental health issues due to the nationwide lockdown to contain the spread of coronavirus. It was launched by the National Institute of Mental Health and Neuro-Sciences (NIMHANS), Bangalore. 

    Helpline:
    People can dial the toll-free helpline number, 08046110007, to discuss any behavioural issues. People who struggle with mental health issues can get the necessary support from the experts. The National Institute of Mental Health in Bangalore in collaboration with all other institutes has initiated the move to provide guidance to people in the darkest hour. 

    TRIFED launched Trifed VanDhan GIS-based website

    A group of  500 officials from the Tribal Cooperative Marketing Development Federation of India (TRIFED) has unveiled Trifed VanDhan GIS-based website, the power of Webinars to keep in touch with each other and keep moving and working. The move aims to support people working from home amid the lockdown due to the Coronavirus outbreak. Due to the COVID-19 pandemic, people across 27 states are working from home.  Working on their computers from home, they have raised the bar very high, achieving unbelievable results.

    TRIFED VanDhan GIS-based website:
    ♦ The TRIFED VanDhan GIS-based website remains the future medium of communication for 50 lakh tribal gatherers.
    ♦ The website was launched online for testing with 27 State teams. TRIFED is arranging atleast 2 team meetings every day and the Team is reaching out to partners to keep moving forward.
    ♦ TRIFED set up 1205 VANDhan Centers across 22 states of the country, employing 3 lakh 70 thousand Tribals in ventures to promote entrepreneurship.

    Background:
    On 19 March, TRIFED launched "The Tech for Tribals", a project to train tribal entrepreneurs at 16 premier IITs and IIMs of the country. The scheme is expected to link almost 3.5 lakh tribal entrepreneurs living in villages to the premier institutions of the world.

    The State government stated that any additional manpower, if required, in the two hospitals will be provided by the National Health Mission (NHM). The Union Territory J&K has already dedicated Government Hospital Gandhi Nagar entirely for treating COVID-19 patients. The hospital provides 200 isolation beds in addition to the 90 beds in place.

    Apple launched app for COVID-19 information

    Tech giant Apple has released a new dedicated app and website for users across the US. The app provides accurate and credible information to users about the COVID-19 pandemic.

    The new COVID-19 app and website provide the needed guidance and latest information from the Centers for Disease Control and Prevention (CDC). The app has been made available on the App Store. The users can also use the new tools to answer questions around risk factors, recent exposure, and symptoms. The tool will provide guidance on social distancing and self-isolating based on risk level. Apple has also enabled Siri to provide guidance and resources from the CDC. 

    Study shows good results with plasma treatment for coronavirus

    A study suggested that the convalescent plasma could be a possible treatment methodology. Convalescent plasma refers to the plasma extracted from those who are recovering from coronavirus (COVID-19). The study was conducted at the infectious disease department, Shenzhen Third People’s Hospital in Shenzhen, China.

    Study Highlights:
    ♦ The study included five patients, critically ill with COVID-19. The preliminary results from the test were promising. 
    ♦ The study stated that preliminary findings stated that the convalescent plasma transfusion may be helpful in the treatment of critically ill patients with COVID-19 and acute respiratory distress syndrome (ARDS), but this approach requires evaluation in randomized clinical trials.
    ♦ After the plasma transfusion, body temperature normalized within 3 days in 4 of 5 patients, the Sequential Organ Failure Assessment score decreased, and the ratio that determines severity of ARDS increased within 12 days. 
    ♦ Viral loads also decreased and became negative within 12 days after the transfusion.

    GoI approves insurance scheme for health workers

    The Central Government approved the launch of insurance scheme for health workers, who are fighting the COVID-19 outbreak, under the Pradhan Mantri Garib Kalyan package. 

    Insurance Scheme:
    Under the scheme, GoI is to provide insurance, to a person who meets with an accident, that covers Rs.50 lakhs for 90 days to a total of around 22.12 lakh public healthcare providers including community health workers who are under the contact and care of COVID-19 patients. 
    The announcement came after the announcement of Prime Minister Narendra Modi'swho ordered a 21-day lockdown in the entire country to deal with the spread of the coronavirus.

    IMF reported that the Global economy might enter a recession

    International Monetary Fund (IMF) chief Kristalina Georgieva announced that the global economy is now in a recession due to coronavirus. It has been made clear that the world countries have entered a recession. A rebound in 2021 can happen, only if the virus is contained and prevent liquidity problems from becoming a solvency issue.
    IMF stated that over 80 countries have already have requested emergency aid to contain coronavirus. Of the 80 countries, most of the countries are low-income countries. More countries have imposed lockdown measures to contain the rapidly spreading virus, which has infected over 337,500 people across the world. 

    Background:
    Earlier, the IMF had warned that 2020 world growth would be below the 2.9% rate seen in 2019. The organization stopped short of predicting a recession. Trade wars pushed global growth last year to the lowest rate since a 0.7% contraction in 2009. Also, it forecasted a recovery in 2021.
